In 1963, while still at the bank, he joined the faculty of the Department of Economics at Hebrew University. He was a member of the department until his death, serving as chairman from 1968 to 1970. Michael was an outstanding economist whose achievements were recognized inside and outside Israel with numerous awards and honors. We think of him as an economist for his role in the Israeli stabilization program of 1985, for his achievements as governor of the Bank of Israel and chief economist of the World Bank, and for his research on inflation, stabilization, income distribution, and policy design over the past decade.
Form the Bank of Israel Michael returned to his longtime academic home, the Department of Economics at Hebrew University, of which he had been chairman many years before. His devotion to the department was reflected in his desire, when he left the World Bank in November 1996, to help build a new school of economics, named after our friend and mentor, Don Patinkin, at Hebrew University. Soon after Michael left the Bank of Israel, other job offers began arriving. Michael chose to come to the World Bank as chief economist, a position he described in his Page 13 farewell to the Bank as having chased him all his life.
He was flexible and creative in proposing solutions to their difficulties. It was this quality that made governments from Moscow to Bogotá seek out his advice. In his research Michael delighted in the process of exploration. There was always one more valley. He was always curious about what the valley mapped out by the data was going to look like. While working on a research paper with Michael, it was wonderful to watch his almost childlike curiosity about how the results were going to come out.
