Thank you to all my collaborators, without which this project would not have happened. It was race, not ethnicity, which finally delimited access to national belonging or, in the American case, fractured the idealised homogeneity of the nation-state. As in most of the third world countries, major rifts in society such as these present formidable problems for governments attempting to maintain or establish ethnic harmony and foster economic development. Many conflate recent forms of racism with earlier forms of ethnic and national conflict. The operationalisation of identity theory in racial and ethnic relations. These early 20th-century numbers show a significant reduction from the height of the gold rush period fifty years earlier, particularly as a percentage of the total population – in 1861 there had been more than 38,500 Chinese out of a total population of only 1.1 million – but the Chinese continued to make up a significant and visible minority.[ 9 ] The Poon Gooey case of 1910–13 provides a good illustration of the records that were created during the period in which first colonial, and then the new Commonwealth government aimed to further reduce the Chinese presence in Australia.
